only thing one can see is - you re in a lane - meaning , you re probably either far away from the pirate, the pirate is waiting for you at the exit - and knows you re coming - or he is chasing you - and just lost you in the lane.
either way - its a little rich of a pirate to ask you to stop when you re clearly in a lane already. its like screaming "stop" across half a system.
the act of piracy is not a closed interaction though. - when it starts, when it ends is hard to define. - it basicly starts when a pirate senses a possible target - and it ends, when the pirate decides that its either time to give up the chase or let the trader go - or destroy the trader ( or be destroyed by the trader ).
rulewise - it doesn t matter. - the only steps that matter rulewise are:
- the pirate must make a monetary or cargo demand which needs to be reasonable so it does not violate rule 0.0
meanwhile - he must not destroy the target, but can do as much damage as he likes - if he destroys the target before the target had a reasonable time to react to the demand ( or before he made a demand ) - he violated the rules and can get sanctioned.

oh - and when a pirate got what he demanded, he must let the trader go - not sure if its actually written in the rules - but its good manners anyway.
