That is the tricky question, It's good that we are finnally moving forwards in a constructive way; how much? (And seeing as the freelancer economy is nothing like ours - take how much traders earn for example- I do not think it makes any sense to base the wage off earth wages.)
I would say prehaps 1 million per 20 minute patrol. Remember the goal is not to get rich quick with this scheme, but to give them SOMETHING, make it MORE (Freelancer will never be very) realistic, and add that fun role-play element, E.G:
"Engage that rogue private, or I'm docking your pay!"

Now, most of my experiences are in Liberty, so I will relate from that perspective
The biggest problem for Police forces is having a revenue strem to be able to pay it's Officers. Fines for Violations of Laws is supposed to be that revenue stream, but most people would rather fight than pay. I can't count the number of times smugglers and REGULAR traders have opened fire on Police Forces. Yes, Confiscation of Illegal cargo could help supplement that revenue stream; most times the cargo is destroyed.
Police Forces can have traders up to 4300 Cargo limit, but due to having to patrol large areas with a small number of people doesn't leave a whole lot of time to trade... Most people fund their Police Characters with a Civilian trader...
Would we like to pay our people? Yes.... At least something, even if its enough to cover outlays of ammo, or some weapons upgrades....
As for those factions getting a stipend from the ADMINS? I don't see it happening.... too much work involved....Ultimately another group would feel slighted that the Police / Military forces get free money and make a stink.

For instance, The IMG have a large financing power, with miners and traders. But still when we get into our fighters to fight bandits we do know its to save our living, not to make money. You can do that because its a game, and I think most understand this fact. It is really how it works, don't try to break the game system.
Now, when you free yourself from the profit thinking, you will mostly play for fun, for the RP. Credits are nothing.. just numbers. The more you have the more you understand they are actually not important in the game at all other then limiting an individual's possessions. SO why would you bother asking for more?

If we stuck to the tradtional ways, there would be much less trading, as no transports, and no mining, - no mining mod from admins - So I think it has been proven that additions can improve the game, and play for all.

That, is a contradiction:
Saving your living = making money. The IMG use fighters to see off pirates so they can mine and MAKE MONEY.
The police/Navies do not make money, = unfair.

First, you must consider two things:
1: Not everyone has as many credits as you presumably do, and not the luxury of scorning them -This would be a good way for people to start.
2: If this makes people spend more time playing as low-earning lawfulls, that is less time powermine/trading, and more time having fun RPing - Less money, more fun, Isn't that what you wanted?

Well what I think is that police could get paid for successful kills and stuff, as someone mentioned above; but a wage to pilots is not possible, why?
Well, there was a time when mining was not very profitable, so everyone powertraded; then mining was made profitable again and a bunch of traders dissapeared, at the end mining was nerfed a bit so there is now a balance of traders and miner. My point is that people will look to the way they can earn the most money in a given time, in order to really give an incentive to pilots to fly their police ships, and earn money at the same time, police pilots would need to be paid at least 40 million credits per hour, to make it more attractive than mining/trading, otherwise when they need money they will just switch to their miners. If you have 10 police pilots patrolling that would mean 300 million per hour, there's now way to get so much money. That's the reason (according to me) that a wage is not possible.

It's not that it sucks being a Navy/ Police character. I personally love flying my libby around Liberty. However, the LPI is a corporation, yet none of its members get paid. According to our RP, we're a bunch of volunteers. I doesn't really make sense to be a corporation and not get paid. Also, newbies could join the LPI, so that they can get so cash/ learn to RP properly, instead of being loltraders/ lolpierats. To make this work out, I think that each faction needs a bank character that everyone can contribute to. Donate 2 or 3 mil each time you go trading? anyway, this is my two cents on the topic.
