Rheinland Valkyre HF (or "Valkyrie" as it is often mis-spelled here) is a good platform for anti-bomber duties, but cannot fulfill its role with its current equipment limits. For starters, it should have mostly class-9 turrets, but instead it has class 7 and 8 turrets, which is not enough firepower for taking down bombers. Also it has less than half the bats and bots of the Wraith. I ass-u-me it has similar handling to the Wraith since it is the same model, but I did not bother to test it given the above limits. It is utterly pointless except as a stepping stone to a Wraith.
It is not meant to be a practically used ship, it is just a vanilla left over like the Defender, except unlike the Defender, she had slightly respectable stats by Disco standards.
Yes Rheinland should have a HF, but not in the form of the Valkyre...it should have a different model to make a better distinction.
Valkyrie is the Mk1, Vanilla version of the Wraith.
For all intens and purposes, the Wraith IS the Valkyries brought up to the level of the Vanilla Sabre, Eagle, Hammerhead, and Titan, as with the rest of the Mk2 ships.

Thinking about it... if we gave Rheinland a new fighter, would we give it a HF or another VHF?
The Wraith is already very very agile, and she lacks the normal forward firepower of most VHFs... but her powerplant makes up for it. Basically we have a fast and agile VHF that has a good powerplant but a slight firepower lack... Would Rheinland benefit from a larger fighter with more forward guns and less maneuverability...something that could be more like the Avenger.
Where exactly would this new heavy fighter you are suggesting fit between the heavy-for-a-light-fighter Banshee/Phantom, and the light-for-a-very-heavy-fighter Valkyrie/Wraith?

I'm not that familiar with Rheinland fighters so I don't feel qualified to discuss the whole line. But I see your point and agree with it a bit. The turret placement on Wraith is really limited. A super-heavy fighter with another forward turret a little more bots could be a nice ship. It would need to be more cumbersome though.
