Basically, this. If you want to request tech usage of a faction that does not have a player-ran faction available (like many of the Gallic factions), who do you direct this to? I did a quick search but could not dig anything up... I'm assuming it means either an automatic denial, or the request defaults back to the admin team.

Good question one that I'm not quite sure the answer of. The whole idea of weapon requests is that some RP has between conducted between the players and factions, and that the faction sees the player worthy/unworthy of their tech. So I would think automatic denial but I could be very, very very wrong in saying this.

If an official faction does spring up in the future though, it would be best to let them know that you are in possession of their tech. I'm sure that if you do this right away then they will meet you half way and allow you to continue using it.
