In the center of a nation they should not posses these disruptor.
It is the issue. Stay on the lane and you won't have a problem.

Yes, he is a lawful trader, and yes, he shouldn't be using jumpholes. Let us pretend for a moment that he is a smuggler in a Pirate Train though. What would you say to that then? Personally I would think that it could possibly make sense that there would be Wild npcs next to a jump hole in NB that is so isolated in the first place, no one would dare use it anyhow, favoring a quicker, safer route via tradelanes and jumpgates.
Well they aren't exactly in the heart of New Berlin are they? They're off to the edge of the map where the military almost never venture. You wander too far off the path, you never know what you may find. That's life. I'm glad there are some NPC's out there that aren't all wimps. And for the record, I've soloed that jump hole in a pirate train, faced 8 Wilde NPC's and survived so stop whining.
"you are not supposed to be there" is the most stupid thing i have hered, there is not significant spped or savety advantage to use the lanes, no insurance if you do, only more pirates and more docking manouvers.
As for the Wilde NPC, they have no reason there, they are a leftover from when the s-13 jomphole was next to new Berlin planet and it was almost the only traderun in the game, they were put there to annoy people jumping in there.

Sorry mate, I do not agree with you
Well to be honest you are not first who disagrees with Spazzy-hon but he is right on this spot.

Just be glad that non-guard/home system npcs are having any and all CDs removed from them next version (Or so I have been lead to believe..).
well... when you know that there are enemies, will you fly there in ship that can not defend alone ?

I think that it's a really different situation when you have 8 guns no? I use sometimes JH because a train is a pain in the ass when you try to dock a trade lane (and that is a JH in the heart of Rheinland, not an ordinarily one)...
Well, if you know how to fly your train you will only get stuck in 1/15 times.
Also, i wouldn't call the Wilde NPCs too strong, especially as those you are referring to are only appearing in a limited area of Berlin, and they are appearing there for a reason: To stop -lawful- traders using that short-cut which in RP they should not use.
Secondary, fly a trade ship in Gallia, and meet a hostile NPC bomber patrol that manages to CD you.
In a brilliant tactical movement, i charged backwards.
This shortcut is supposed to be dangerous. It is dangerous. There you go. Honestly, there is nothing you can do about the Wilde NPCs there. If you don't like exploding from them, the only thing you can do is not go there. This is kind of like that time I went to the Omicrons to buy a Pirate Train and get destroyed by Nomad fighters 4 times trying to leave. It's dangerous space, I should expect it to be dangerous. Needless to say, I've never traded in Iridium again.
