Too many unlawfuls in Liberty?

I was in NY earlier for about 3 hours. In that time 67 Unlawfuls(pirates/rogues/casts/etc) were spotted, but only 17 Lawfuls(police/navy/LSF).
So do you all think Liberty has to many unlawful players? Discuss.

Could be. It was in off hours. Seeems all go pirate in off hours for easy blue message. As none of the hostiles are pirating, just looking to kill Lawfuls.

There are always unlawfuls in Liberty because there are always ships in Liberty to pirate. There are almost always lawfuls in Liberty because there are always pirates in Liberty.

It does get pretty bad at server reboot, mostly PVP unlawfuls rather than pirates

I think Altejago got it right, it's timezones. I, for one, see mostly lawfuls outnumber (by a large margin too) the unlawfuls. And that's from a lawfuls point of view, as the only unlawful I got in Liberty is a Xeno, which I almost never play.

I have to agree that it is indeed a timezone thing. Basically how I see it is this as I live in -8GMT.
Morning/Afternoon = Server near its cap/Usually lawfuls, sometimes a surge of unlawfuls.
Night = Trading/Smuggling time/Unlawfuls everywhere as discussed here.
Also, it is indeed Liberty.

Had a group of 4 Bombers right after restart trying to bait my Dread into coming after them alone. But i am sure they just wanted to chat right? Not get a blue message now. Was pretty sad as 4 transports full of Ore went by me. But all the Pirates wanted was to kill a dread. Shame i use it mostly for RP, and not PvP. So i just logged off, and onto another char. Leave NY to the lolwuts and all right?
I find it funny when Unlawful count was 7,and number in NY was 8 lol. I still think to many traders get robbed, then power trade to get a Pirate bomber, then join the club. Come to think of it. I do not think i have seen a pirate fighter in weeks.

Grr everytime i go fly around liberty i can't find a single unlawfull to pew/rp with :/. I guess time zones really do mess things up :s.
