As I understand it, the BHG|Core is (supposed to be) a shadowy group of individuals funded by the success of the BHG| to acquire Nomad tech for themselves.
They are currently at war with the Order| since the Order| has the monopoly on Nomad technology at the moment and refuses to share, the Nomads because well... they have a penchant for killing indiscriminately and also has tech that the BHG|Core wants, and the Wilde because they're an extension of the Nomads. The BHG|Core may only fire at individuals of other factions only when said individual is currently aiding a Nomad or Order player - or if bountied.
The main issue, it seems, that the BHG|Core has with the current setup is the need to claim bounties on non Order/Nomad/Wilde players in order to kill them - as the "actively assisting" clause is rather ambiguous at the moment.
The main proponent of this insistence on claiming bounties for extra-conflict factions is that the BHG|Core is still a bunch of Bounty Hunters - and it is in their RP to do so.
A possible fix would be to dissolve the BHG|Core as it is now and to start fresh - free from the connections of the BHG|
A possible candidate would be APM - a large industrial power that as of yet does not exist in game, but serves as the BHG| and BHG|Core arms suppliers.
Restructuring the BHG|Core to become APM would be advantageous because:
=Players of the faction may keep their tech as APM supplies the tech
=The new faction undoubtedly works quite closely with the BHG| to the point of allowing shared bases
=APM, as a manufacturing and RnD company, is probably where the Nomad tech would be shipped off to in the event that the BHG|Core does get their hands on something to be backwards engineered anyway
=APM is far enough from the BHG| to justify removing the need to have to claim bounties
=APM has both the resources and the motive to field the massive cap fleets that the BHG|Core fields (though the Core does not have inrp justification at the moment)
=APM looks cooler than BHG|Core
All in all, it's just a cosmetic change - slap on a new Faction tag, hopefully slap on a new ID (since there are quite a few well connected players within the BHG|Core, either renaming the Official Faction of the BHG|Core and swapping ID's should be a cinch)
What I fail to see, is why there needs to be a bounty in place for the |Core to operate.
Their ID allows them to hunt anyone, so long as they are actively assisting the Order, or using Order tech. If the Core see, say, a [o] Hathor flitting about, they have every right to blast it, and any [o] they see in the vicinity.
If they (the |Core) are near Freeport 9, and overhear a zoner giving docking rights to an Order agent, they have every right (for it is written on their ID's) to potentially blast said Zoner.
No, I do not support their slaying of Zoners, but am flabbergasted as to why they (the |Core) are either not continuing their story, or are being prevented via unseen PMs from the Admin staff from doing so. No need for the BHG to split up into two separate factions, as the ID allowances are already in place.

yes and no. Their true purpose is pretty much unknown to the publin. Their public face is a PMC

it isn`t ambiguous. People just hate to get blasted as a consequense for their actions, and start whining. When you aid enemies of the Core is any way, shape or size, you're in for it.

the Core are -not- a bunch of bounty hunters *sigh* They're a PMC to the public, and selfish scumbags in reality. the bounties only count to stop people from whining and moaning that they got shot at after helping the Core's enemies. That was, until our board was closed down due some pathetic reason. Which actually did us a favor cuz' the bounty was rubbish anyway. it was only there to satisfy crying people. (see above)

They are linked. they need each other to exist. the BHG generates income for the Core, and the Core`s aim is to get better tech to supply itself and in the long run, the BHG with.

APM does exist ingame. Its just a tad dead. Like Gateway etc.

Where to start? First off, would Dauman send in warships to Liberty with Dauman IFFs? I think not. Would APM send in APM iff-ed warships into conflicts as a PMC only to get hammered as a company? and no in-rp justification for warships? not this again... Look at alabama. Look at APM look at the incomes of the Guild. Look at what the Core has to fight against. Then tell me there's no justification in rp.

APM is Not the Core, it's a Manufacturing Company supporting the Core. Same deal with BMM & BAF. So it's just better if people stop saying "Core are Bounty Hunters" instead or renaming the whole faction just because some don't get the main point.

It is sort of obvious that there are people that do see our side of things, though, since ... you know, it's on the bloody Zoner info card that they're allied with the Order. So how is it you're supposed to not have some of that information, again, since some of the ID cards are sort of common knowledge? I'm a little confused about that...

The whole faction diplomacy set by official faction crusade going on, which I think you know about or may be involved in, could not care which one, perhaps?

Unfortunately House Militaries, unlike the Guild Core, are law enforcers of the Houses, so they have to upkeep public image.
