Just my take on this.
That's an interesting take on it and to be completely honest this is how you will usually see the Liberty Navy HC play it out. They will in order to support the raging crowd so to speak, give a punishment to the officer being accused, but in reality not give an actual punishment due to the fact they are also aware of this problem.
Another thing that could counter my stance on this discussion is that if you would agree with me, it would possibly rule out all cases where you can question the behaviours of the authority, which is not only incredibly lame as well, but simply boring since it removes another aspect of Role-Play.
From my experience in the LSF, things like this usually end up going a certain way.
A. Billy-Bob-Thorton has committed acts numerous times, and thus has built a reputation for himself. In real life, if you go around as a cop-killer or have repetitive offenses then you can sure expect a red marker over your head.
B. Billy-Bob-Thorton has done a few things, he gets caught by a nearby LPI/LSF/LN Patrol and things happen. He then complains about having rights, wants a trial, wants to be shown evidence and given a lawyer... When he could quite frankly care less about any of that, and wouldn't be happy if we even gave him that and is simply complaining because he is hurt.
The basic evidence to mark you as a criminal or not is how much you were caught and by whom. If I'm on Skype and I say "Oh man, Billy-Bob just shot at me..." and then have twenty other people go "ME TO!" - We obviously have your number.
If you want to roleplay out the "Where is your proof?" part - Don't be so blunt about what you have done. You don't see a genocidal maniac going out into the street, without a disguise, shooting randomly, then go home. Then when the cops get to his house and arrest him, he starts whining about proof.

Navy Joe, after each of his play time on the server, would add to his log of interesting encounters of what happened. Preferably with screenshots. When a situation like this comes, he can refer to his log and use it as hard evidence.

That's a good solution but unfortunately not everyone wants to write a log/diary. And these people should also be allowed to play their characters without receiving these kinds of consequences when their behaviour is in the right.
As to give a real example, can you list more than ten people that actually do this as a Liberty Navy pilot, including all independents and official faction members?
Next to nobody in LLE will document every single shred of evidence. This is a game, not real life. There are certain boundaries and limitations that separate such, otherwise the game turns into work.
We want to roleplay catching bad guys, not having our heads way up our arses stuck in court and filing useless paperwork 24/7.

I simply wanted to point out in the thread that, Cain judging the Zoner Gunboat being a Warship and threatening to destroy him, by enforcing a Liberty Law wrongfully is just completely rude and disrespectful. And this is the kind of disrespect that SoJ been getting before we got tired of obeying Liberty laws and then packed up our bags and left for Kusari.
Seriously, who wants to be treated like that every day? Why can't we just Role Play nicely and do what we're suppose to do? Patrol, Enforce Rules Properly, Assault our enemies, like RM, and Defend against unlawfuls like HF or LRs.
As for the other part about evidence and such, the only thing I can think of is, you would have to remind yourself every time there is a problem happening to hit the screen shot button like, god knows how many times to make the evidence 'valid', and sometimes you don't know if the problem started before you took the screen shots or after.
Generally, I think in Role Play, there should be some sort of Liberty topic, if there isn't one already, to put people on it in question, not to immediately make them 'Kill on Sight' targets, but to question first, and to keep an eye on before saying 'Leave or Die'.

Don't get me wrong, Admiralty House has to be happy that any evidence supplied isn't damning without counter evidence being supplied.
The evidence must be damning, Captain Bob should be Stainless Steel Bob to get Liberty Joe anything more than a dressing down.
If Captain Bob however had been the local priest, general do-gooder and law abiding and assisting citizen, then Liberty Joe is in deep fertilizer.

You see, thats where peoples opinions on the wronged party come into this.

All peoples should be subject to the law. Whats important is that Liberty Joe and the admiralty support this as well. (Even if Liberty Joe is a bent copper, the player should be aware of that as well and play as such).
If he/they do, then the RP oppurtunities open up with both Captain Bob, Liberty Joe, the Admiralty and any other ship Captain Bob comes across who knows about this.
There are other aspects to this scenario but what really kills these things is the attitude that one party may feel if he feels ignored, aggrieved or steam rollered.
If he's up for it, Liberty Joe and Captain Bob can have a really interesting future together and they in turn can involve others.
Again, it's just my opinion but I've seen something like this happening elsewhere and it can be great fun if done right.
The main problem here is not documentation... There's plenty of that going around really.
The problem here is stuck-up jerks who have to make a big deal out of everything even if they are in the wrong. Even if you have a slam dunk case, people are going to complain, whine, QQ, and troll you and fabricate everything their frail minds can as a defense.
