In an effort to save lives, and to normalize the relationship between the Empire and the occupants of Port 9 the Corsair Council would like to offer the following treaty ;-
1. The occupants of Port 9 ban all war ships from any faction and of any type docking with the Port.

Trade ships being defined as any ship not specifically designed for military use
3. The Napo cloud is to be considered as Corsair sovereign territory, and Corsair laws are to be recognized throughout Theta ' except on the Port and the surrounding 5K of space. The Empire reserves the right to enforce Corsair Laws within the 5K of space only with regard to the apprehension of recognized Corsair enemies endeavoring to avoid Corsair justice.
"Corsair Enemies" being defined as all those shown as "enemy" on the info card (Outcasts, Hessians, GMG, Blood Dragons, GC, Mollies).
4. The Corsair Empire is permitted to maintain (at the Empires expense) a small customs office for the express purpose of monitoring the above agreement, and to ensure that no contraband goods pass through the Corsair ZOI.
In exchange for the Zoner occupants of Port 9 agreeing to this proposal, the Corsair Council agrees to immediately remove Theta from under Martial Law, and to re-establish all previous trading links.
The pirate Sovereign leaned back towards Sephardi again, offering some more rum. This time a glass and a whole bottle with it, seeing this 'meeting' could actually take a whole lot more than he originally expected. He then proceeded to take out another bottle from the box and poured the brown liquid into two glasses, passing one to Jose, and keeping the other for himself. Good call, senor. Sephardi looked up, squinting his eyes, he quietly said "Thats funny senor, I thought we were here to discuss the possibilities for peace, not the reasons for war. Are we looking backward or forward?"
Senor ... Whoever you are - you can keep up slapping the flies in your kitchen for years, si? But wouldn't it be easier for you to clean up the steaming pile of feces from under the table, so that they don't come back?
Sephardi sighed and began to speak "Señor we are not here to lay blame on our brothers for this situation. The fact of the matter is these Corsairs who you call terrorists have broken no Corsair laws. The simple fact is that over time, the Zoners have become less and less valuble to the Corsair nation. Everyday we have less and less reason to put up with the security risk for the Corsair nation from Port 9 and it's no fire zone. This is how we got to where we are, if you need to tell your people something, tell them that. Now how about we get to moving forward?"
