That is exactly what I am saying. IMHO if an NPC faction is on the faction that you have an ID for's hostile list, then you should make that NPC faction hostile to you as well. You know if you are Corsair: kill a bunch of Hessians, Outcasts, Rheinlands, Rogues, etc. until they all hate you.
Dont keep BAF neutral to you so you can use a stationary BS as a shield when technically it should be trying to kill you. From an RP standpoint that just aint right.

Problem is, if you try and keep everyone who's supposed to be an enemy in the red, you'll never do anything else. An Outcast kills Corsairs, the lawfuls start loving you. You can shoot them every time you see them, but that's a pain, and it'll start causing the Corsairs to like you more...

I understand that, all I am saying is do not use an enemy BS that should be shooting at you as a shield in hopes that your PvP enemy will accidentally hit it and make it your partner in battle. That is what is BS (and I dont mean battleship) and very out of RP.

If you were really into RP, you would shoot such a battleship yourself so that it would start pummeling you for the duration of the battle. This has the added effect of giving allies to the proper players. If your enemies are hopelessly outnumbered on their own ground, it might be nice to give them some NPC aid.
Even if they aren't outnumbered, you could still pop a few shots at a corsair titan if you are attacking Crete (which seems to happen every day).
Im not even saying they have to do that, yeah it ads to the RP but, I just feel it is a cheap tactic to duck behind an enemy battleship, creap out and take pop shots at your PC opponent until he hits his ally. As far as I am concerned that is cheating.

I've been in the situation where my fighter is supposed to be hostile but ended up neutral/friendly without any effort (corsair/outcast rep is a prime example).
Well for the most honest player the solution is if near an NPC base that's supposed to be hostile, fire a missile and make it so, particularly with players nearby who are alligned to that NPC group. Will most players do this? Likely not <shrugs>
My best encounters...pirates taxing right in front of the local police, and groups attacking a player right in front of their home base without the base firing a shot.
What would you have priority over? A pirate doing nothing, or a lawful shooting an expensive Battleship?

it dosnt help any that the only missions available on Crete and Malta are agianst th BHG, which will get your rep solid green with Both Corsairs and outcasts real quick..
