Are you kidding me?
No escorts are gonna stop, our ,say, 2-3 praefects from breaking convoy apart. Especially if we'll add a missile Legate into it
Unless you'll hire an army.
P.S. I guess IMG now needs to negotiate right of passage through house space, for their BattleCruisers
Edit2: and yes, as someone said - welcome to the jungle. hope, this change won't last too long.

LF or two flies at least 30km in front of transports. Goes through jumphole, gate or tradelane first. Waits until area is clear before signalling to the transports to come.
Cloaks..tricky but they don't run for very long unless the cloaked caps have a fuel supply ship with them.
If bad guys are present:
1) find alternative route
2) or find bombers

The issue with Rheinland is. There aren't any alternate routes. Its literally Sigma-13 or Omega-7/3. You die in both? Well I hope you didn't want to trade on your Rheinland Trader.

I see the IMG or some other tagged guy's convoy on the move. On the player list.
We gather people, say, over TS,, not creating in-game group, and move towards them. Say, in hardly avoidable Omega 3 or Sigma 13. Or some other bottlenecks.
1-2 our cruisers cloak and go towards the convoy. The rest of the fleet follows.
say, convoy is sitting at the base, in the safest location... so what? Our cruiser uncloaks and makes a piracy demand. According to how admins often view it, piracy demand already puts you into combat situation, so if you dock at that base - gg, you won't be able to use this system in this evening, anymore.
I think that at least dock-in-combat exception should stay. Otherwise, it's just too easy. You can safely pirate them in front of their own base, and be sure they have nothing else to do other then to pay you or kill you. Or dock and log off.
I can see why many folks are upset about this, as there surely will be a flood of cruisers hounding the lanes the next few days...but:
The problem is solved as easily as it always was: you need one single snub to fly ahead of you or your convoy to ring the bells if the lane is disrupted. that is all...one little ship, it can even be a restart CSV. That is all you need to evade 90% of all the pirates around.
=> if i see Praefects hogging "my " lane and i come by in my puny pirating Titan...i will scream "what a waste of the empires time and ressources, get back to the real battlefield!"
Bombers and Gunships are a much more survivable encounter than a Cruiser. And in a convoy or an armored transport might even beat a bomber or Gunboat. Against a Cruiser however, no such hope.
