Thank you for those reports Mr. Raven, Unfortunately if they do not wish to report them in the correct way through this channel with guncam evidence of some sort then I cannot, in good conscience, authorize any punitive action against the parties in question.

Guten Tag,
my name is Bruno Bommel and I'm member of Daumann Heavy Construction. I'm contacting you in a matter of security of one of my ships.
The stork was moving cargo from Bretonia to Rheinland by using the Omega-3 route. After it exited the trade lane from the Cambridge gate at Freeport 1, a suspect person asked my ship for credits or something.
I was aware that piracy within the 5k sphere of freeport one is forbidden. So I declined his demand. He did not open fire and left the area.
According to the standard protocols of DHC for encountering pirates and my experience with such (I know they won't simply disappear) I was initiating the docking procedure.
Due the size of the ship, it has taken a while. In the meantime, I was trying to contact the local station authorities for an escort out of the system.
While I was busy with this and the docking procedure progress was by ca. 57% another ship undocked from Freeport one. As soon as his undocking was complete, he also asked for credits.
In fear of my ship, and my cargo, I told this pirate, that we are in a non fire zone, what he simply ignored.
He started shooting, but fortunately the docking procedure progress was complete.
I'm not sure, why you need an evidence for things happened in front of your station, but timestamped guncam shots can be found in the attachment.
We will of course take the necessary action, as for why we require you to submit reports, the ways of Zoners are mysterious and a wise man does not question them.

Apologies for the delay in responding to your communication. With regards to your report it is somewhat lacking in.... Substiantiality, Substance perhaps. You have an image of a Corsair vessel near the Freeport yes, however at the shown distance it is impossible to tell whether he is being fired upon or doing the firing. The information will be passed along to the relevant figures for warnings to be handed out, you may rest assured of that.
With regards to your massive delivery... Well to be honest it was something of a flood of resources, distributing said resources to the relevant storage facilities was actually something of a difficulty, in future could you please inform us in advance of enormous quantities of goods being moved so that we can be more prepared?

I would like to report an incident outside Freeport 1 this morning.
I had just exited the Trade Lane from Cambridge Jump Gate and was on my way to Dock with FP1
I saw a ship on my scanner with the ID TSGB but the IFF was neutral so I didn't pay it much heed.
Below is the conversation that took place while I was manoeuvring to dock:

At which point the docking process was completed.
Unfortunately I could not get any gun camera images as my ship was pointing at the Control Tower of FP1, but I can assure you the Gun Boat was firing on me as I was docking.
Therefore all I can ask is that you keep an eye out for this rouge, as I am sure he'll try and do this again to some poor unsuspecting trader.
I did manage to get a quick scan of the ship which identified it as Corsair Gunboat; which is odd as the IFF showed it as neutral to me; perhaps he had stolen it from the Corsairs?
I will of course keep you informed if I see this 'pirate' again.
Thank you for your report, unfortunately without guncam images logging the actual offence. Guncam images being extremely difficult to doctor convincingly as opposed to simple log files. I cannot take action against the party you have accused. It is an unfortunate state of affairs that communications logs are so easy to doctor but that is the way it is.
Next time you see this pirate please take guncam images and the mater will be dealt with as soon as possible.
