Because most of the people here don't respect authority (see the results from that test in Flood if you think I'm kidding about that) and want their own brand of anarchy.
In a real science fiction type universe, you get a pirate chasing someone that's no doubt screaming for help - you'd have some fighters be launching from the Essex, see you on the screen, and start chasing your butt. They may only chase you for 20K or so, to get you away from that base - but you're going to have to run and hide for a while. So ROLE-PLAY that you got chased away from the Essex, like you probably should be doing instead of griping about how the rules are so unfair for the poor pirate.

Seriously, guys, you know the traders/miners actually have to make MONEY, right? Piracy is so freaking easy. Take it from a career Outcast. Traders and miners have to make a profit. The entire time I had a miner I was pirated for a fair amount of money (by which I mean under fifteen million credits) a grand total of twice (one of which was David, of all people, who would have usually taken the opportunity to squeeze me for all I was worth). Y'all need to stop complaining about one of the few advantages a trader/miner has and just go play already.

Its part of the game. and at some extent should not be limited to a pirate life trying to pirate lone hegemon.
What I suggest, is avoid to dock or close to station. For the sake of the fun for both parties. However if you take traders, un armored miners. Its normal they try to escape. Why would they risk their life with you anyway? .
I have also an interesting example. A convoy of trader heavily escorted encounter a pirate transport ''jacking'' a lane like any pirate would. That pirate surprisingly claim to be a peaceful, not unlawful vessel. And that he disrupted the lane by accident. While everyone in the convoy know he obviously lie, we shoot him to tell him were not please to see doing such a thing. Once hes at some distance, we keep on our convoy. If the trader were not escorted the story would have simply been reversed.
In other its a matter of human logic rather then a rule issue. - its a game, people want to win. Or don,t fail.. /lose.

The easy option here is to only chase a fleeing miner to within 11k of a base. Make a judgement on whether you can kill him within that 11k. If you can, chase, and if you fail accept that you have to leave the system. If you choose not to pursue, the miner gets to the base, is over 10k away and therefore has fled an engagement and must obey the 4 hour rule himself.
Rules obeyed. Problem solved. Close the thread please.

Just because you don't wish to discuss the issue after you stated your opinion doesn't mean that thread needs to be locked.
If miner flees over 10k away he can't return to mining so he is most likely to stop at 8k while still being only 3k from the station.
Your easy option doesn't seem to work so easily in practise.
You missed the levity of the statement, a problem of text based communication since the invention of writing.
There are always loopholes in any rule that doesn't specifically shaft either the aggressor or the target. I eagerly await Cannon's aforementioned closure. I can't see how it's gonna work in practice without shafting one of the two involved.
