I believe you are mistaken. If you have LN Guard IDs or LN IDs, you are not rogue LN pilots, you are breaking the rules.

If the LNR did this, would their out of cannon role play not break the rules?

The implications of this would be that a shihp with X ID, cannot shoot another ship of the same ID, without one of the following two exceptions being in place.
1. Self defence
2. Doing so in accordance with Faction right #2.
