I think the point about the Gunboat is moot anyway, Aet and other devs are hopefully going to bring out a CTE and Borderworlds Gunboat thereby allowing those who could build gunboats but have none of their own to obtain one.
And the Salvager with gunboat turrets, 160 000 armour and a disruptor with over 3000 cargo hold... Why do I have a picture in my head of many pirate IDed Salvagers on trade lanes? Just bad for business.

The Salvager is large, sluggish, and has a transport shield. Not to mention Junkers may only pirate in Kusari and non-house space. Look at the whole and not just the parts.

It's not just Junkers though mate, pirates would start to pick it up and use it. Which would cause Junkers all manner of problems that we just don't want or need.

I hope an accessable civilian gb does come out. Still, I think a Junker gb would be... interesting.
I was under the impression that a Salvager could not be used with a Pirate ID.
I'm a little sceptical about Salvagers plugging up the tradelanes. If the Junker pirate fleet starts plundering Kusari, the Hogosha (not to mention the Lawfuls) will also start popping up. More activity in Kusari.
If Salvagers start appearing in the Borderworlds/Omegas/Omicrons, then they will run into other competing unlawfuls. I'm thinking that most encounters would end in favor of the competing unlawfuls.
So, if we start with a wave of players setting up Salvagers for pirating purposes, I'm thinking that within two weeks, most will be selling their Salvagers. Those that remain would find niche areas to work in.

I hope this doesn't come off as snarky (I've got a Junker character in a CSF), but if Junker pirates in Junker IDed gunboats start operating in earnest, how would the Congress deal with that? Assuming that those pirates follow server rules.

They already can operate gunboats if they like. Junkers can obtain other faction's gunboats and use them, facing obvious bounties that would come. By ID rules they are only allowed to pirate outside house space, Gallia and Kusari being the exceptions. Since the Congress is hunted in both Kusari and Gallia, Junkers pirates there wouldn't cause us more grief and others houses deal with it on a case by case basis. The Congress provide no protection to Junkers who decide to pirate, although we don't hand them over either unless the other side offer conclusive proof of their acts.
It's a balancing act really. The Congress itself frowns on piracy.
Edit: Should maybe add that this is my reasoning, Hawk might see it differently though and since he is head of the faction, it would obviously be his word that you should take.
