We would like to position our carrier, the Fidei Defensor in proximity of the Battleship Hood; more specifically it would be stationary at a distance of 13k directly above it. As you probably know, this would allow us to be able to quickly launch and resupply our ships in the Dublin sector.
Any additional requests you have on the state of the vessel or its usage while in your space will be of course agreed to.
On another note, our company has decided to strengthen our ties with the Independent Miners Guild. Therefore we would like to propose a defense contract; while we are perfectly aware that you can deal with problems and protect your employees in the Tau systems, we could offer protection to your miners in the Dublin system (and beyond if required) and transport ships while they deliver their goods.
The basic rates are the following:
- 15% of a transport’s profits per escort, if multiple ships are being escorted then 15% of the ship making the largest profit (dividable between the transports at their discretion).
- Mining rates are variable, usually negotiated on site, but stay reasonable.
General protection of your space, such as patrolling and removing threats can also be negotiated. However, we will not engage any house vessels and due to our good relations with the Mollies will not take action (apart from negotiating) if an IMG ship is due for Molly taxation.

While I am glad you have your mobile command center operational, we did explicitly warn you that the Zephyr was not to operate within the boundaries of house space, since that would end up creating diplomatic tensions between the house you are in, and ourselves. And given current times, more diplomatic tension with Bretonia is not what we need. Therefor, stationing this ship in Dublin, and especially in close proximity to the Hood, is out of the question.
Furthermore, it is not the Guild's perogative to assign these rights within Bretonia. The map you refer to is a rough map detailing spheres of influence, and who is the primary patrol authority within the given areas. It does not designate sovereignty. It took us quite a while to be allowed one capital vessel to bolster Hood's defense - If you wish to apply for operating this vessel within Bretonia, I suggest you contact the Admiralty. In the mean time you could put this vessel in high orbit of Gran Canaria, or hide it in one of the Omega 49 nebulae, if you need it close to Dublin. Your vessels can then still resupply at the carrier, and it can give a warning if a Corsair fleet is on the move.
As for your contract suggestion, I will forward this to our defense director, and to our units in the field. Until confirmed by mr. Matterson, we can put this in effect informally and see how it works out. At a glance your offer looks fair.

VPS of course does not wish to create problems between the IMG and the Bretonian authorities, the vessel itself has actually already been previously positioned in Omega-49 for the reasons you have just stated.
The request itself was in the possibility of the division of the Dublin sector, which negotiations have been (for third parties) nebulous at best. But it is good to have more reliable information on the talks themselves, and we are of course already directly negotiating with the BAF.
On the matter of the contract, an informal status is understandable, we will be looking forward to the response of your directorate when it has deemed our services are of the appropriate standard.

Should you be able to obtain a permit for operating within Bretonia with said vessel, you can station it near the Hood if so desired. However, until the Admiralty had given you clearance, I would really appreciate it if you do not move the Zephyr into Bretonian space. On a sidenote, I have my doubts that the Admiralty would permit the Fidei to operate in Dublin, in the current circumstances. Also consider, the reaction Kusari may have to the presence of such a vessel, if you have agreements with that house.
And yes, I'm quite painfully aware that it is difficult to appease everyone.

There is only one thing to add from my Dublin point of view: I was witness of yesterday's eviction of an VPS pilot from Dublin. He had been accused (and seemingly sentenced) because of quite a lot of crimes against Bretonian citicens and servicemen. In this talk a Lieutnant mentioned that the VPS was not to operate in Dublin, or even the whole of Bretonia.
I am not sure of the exact wording and cannot remember exactly who said it because it was a pretty stressful moment, but I wanted to warn you that not only IMG could feel the heat of a diplomatically insensible move but that your company could also make a mistake in asking for something impossible to get under the current conditions.
On a very personal side note: I have been under fire from different sides a lot and I don't feel like offering another spot to be shot easily. So it would be in my interest that no actions taken by the VPS harms IMG diplomacy in Dublin. As I said: it's difficult enough.
When things have cooled down, permissions for captial vessels can perhaps be negotiated. At the moment any such request is doomed to be struck down.
Good luck! You seem - from the information I gleaned yesterday while flying - in a quite difficult situation, not unsilmilar to my own.
