Am I the only one around who still remembers 4+ Togos orbiting New Tokyo when they were still public? But let us not go back to that, since this will be a new age of public ships I guess. Why is it that we have to go from one extreme option to another? Either public, or SRP, which both don't make sense. Give the official factions the right to approve battleships that shouldn't be seen so often as say, a Kusari Sumo. By those I mainly mean the Togo and Spyglass. Call it elitism, call it whatever you wish, but that is how I feel things should be done.
Seeing how that will never happen, and if I had to choose a lesser evil, I'd go for public ships. We're restricted enough as is in this game, and this can but only bring more people to Kusari. But I simply know this will be regretted faster than it took to make the opening post. The ]bd[ are currently working on a way this would make sense inRP, but I seriously doubt the dev team cares, as no-one asked us a single question about this matter either.

The Togo's in existence now were old Kusari battleships, from what I know anyway.
So in reality, no more should appear.
Wait - last time I remember Freelancer its a game, nothing real. This "Production Capabilities" is kinda a <strike>retarded</strike> or pathetic idea whoever came up with it. Another thing - Blood Dragons have 2 shipyards in their guard system, which in terms of the RP with "production blah blah blah..." - doesn't make no sense. Nevertheless, how do they maintain those giant stations? This goes to any other faction (except Nomads, and SRP Players with Unique Ships), that has "restricted" Ships for players.

Mjolnir, you forget that its main enemy is the Kusari battleship, while the Osiris fights Makos, Marduks and Liberty Dreads. All which can defeat easily. As it has been mentioned before, ships have to be balanced by the environment they are in, as well as common sense.

I'd prefer it to go public fully soon, but perhaps it could be done gradually - at first, the Togo would be given to anyone approved by the BD faction, and the requirements for that lowered over time, until eventually it is available simply by buying the ID?
