True, but I think that the NPC's are pretty important just cause of their feel. It makes the server... Less empty at times... Also, by removing NPC's there would be no more topics to really Q_Q about would there? We all know we don't want that.
Well here we go again.
One thing people always forget in these threads. Some factions need NPC's to rep. No bribes for any military's. Also if you spam CD's in a fight? to dam bad! deal with NPC's shooting you,or get full green to their guards so they do not go hostile.
Personally i think NPC's should all be like Gallia,or guard NPC's. And i mean every where. That way pirates do not sit on lanes all day anoying traders, and hostile militaries who enter enemy space get blasted. Even in caps.
For example: Last week i seen a GRM BS cloak in space with NPC's firing at it.Guess what? IT WENT BOOM!!!
Give all NPC's SNAC's and class 9's.
PS. What was said above. NPC's will never be gone. They are part of freelancer.

So pirates shouldn't pirate and military shouldn't attack ? Great fun.
I think that NPCs should just get out of gameplay's way once in a while.

So every new person (Who starts with rep hostile to a few NPCs found in Penny) should get blasted, just for joining the server? Nah, I don't think so.
Yeh, this game is about player to player interactions. Impossible to have them with 87328732 NPC spamming CDs and SNACs. NPCs ought to dissapear when players are trying to play.
Even though I do support the npc removal scheme, I do agree Sirius without them would be a bland an unpleasant place. Now, I have an idea since the non-guard NPC's will get their CD's removed.
The beginner character ships could be a tad better, e.g. give the Rhino some formidable armor not to get lolraped by rheinland pirates (for example, kusari ones can be pretty nasty too)- also, the npc's could be modified to NEVER go hostile when hit by CD, since a CD does not count as an engagement inRP. Why should it for npc's? I've noticed an NPC goes hostile when you down its shield or a little before that. (not sure if it's a certain number of hits or a certain damage value) So, make the CD count as a normal shot to the AI, just something that hits for 200 damage, and make them re-engage cruise. Problem solved (mostly).
Sucks to be a weight on the wrong side of the brilliance-insanity scale.
I'll just add that I think the NPC transports should get transports shields. I feel sorry for em when I see them get smashed like twigs. Remember, you might have piloted a large transport or train before you got enough for your first 5k, imagine going through that again, but with a tiny freighter shield.

Not remove NPC's, but somehow stop them from engaging you when you're in a Pvp. If it's possible.
For example, if there is an unlawful near say... a jumpgate in house space.
This unlawful then engages/ is engaged by a lawful.
Fight goes on, all is ok, the NPC's don't damage your shields.
Unlawful loses shields, because of the 2342356451235234 bazillion rhinos/starfleas/trackers etc. Shooting at you, you lose hull, get CD'd so you stop your turn, and you can't shoot your target because all you see is a wall of ever increasing red gnats which your reticule auto targets because they are between you and your target!!!
/rant over.
Removing NPC's would make space feel empty and boring.
Modifying behavior / loadout a bit. Would improve Freelancer.
I would like to see some suggestions about how to implement tha changes proposed. Such that you could then possibly go and make the changes yourself if allowed to do so.
Time estimates included.
