Guten Tag Emperor of Kusari, Jien Kogen, along with Members of the Samura corporation,
My name is Erich Teufel, I am a member of the Rheinland Bundestag. I have been elected to contact you representing the Rheinland Bundestag after an emergency meeting of the Bundestag reached a conclusion this morning.
Recent developments in the sigmas has left Rheinland quite concerned. The recent actions of the GMG have threatened some of the highest matters of national security, not the least of which is a recent business proposal between Samura Heavy Indusries and the Republic of Rheinland. One of our main concerns in the Sigmas is Samura's assets in the Sigma 17 system. From what we have gathered, one of Samura's main exports from the planet Kurile is critical in the acceleration of food production; food which might feed Rheinland before long, and come to lessen Rheinland's reliance upon the Libertonian company Synthfoods.
The Military has allready been ordered to try and secure the trade route between Kurasi and Rheinland in the Sigma 13 system, however, this may not be enough if GMG aggression continues in the form of actions against Samura's holdings in Sigma 17.
The Republic or Rheinland, in both a show of support and friendship towards their neighbor Kusari, would like to offer our help in keeping the peace in Sigma 17 by sending peacekeeping forces to help prevent conflict over the skies of planet Kurile. We have a small contingent of forces standing by in the Frankfurt system: the ii. Gunboat+ of the Cruiser-group Deutschland (consisting of one gunboat and two escorting fighters, along with one refueling tanker.) If you allow these forces to help Samura assert its control of Planet Kurile, perhaps the GMG will back down and avoid a direct confrontation above the planet.
We hope for a quick conclusion of this conflict in the Sigmas in Samura and Kusari's favor. With our assistance, perhaps we can see that made a reality sooner then expected.

I speak for Samura when I say that we are very grateful for your offer and would indeed be honored for you to offer your services to help mediate this situation.
I do not see what you can achieve in quelling the terrorist actions of the Guild but have no objections in any attempt to find peace.
As Kusari never started this conflict, you can be sure we are happy to find a way to end it.
Both Kusari and Rheinland, with this attempt by the Guild to control what both Houses may trade between themselves will suffer from this aggression, but we both know what happens when you back down from a bully don't we.
I am sorry to say this but no other company has the assets to fill in for the gap left be Samura if the GMG has their way.
The house of Rheinland is losing billions of credits a day in the loss of food, quantum multiplexers, H-Fuel and various other products that are now no longer being shipped in the amount needed.
How long can you keep this up I wonder?
We are endeavoring to still get shipments through but we will not be able to maintain the same level, and each shipment lost to GMG forces means higher costs for both of us.
I will implore you to move vessels into Sigma-13 to protect trade between our people.
Sigma-13 must be kept as a free highway of trade and is more important than the Guild, you or I.
If only Sigma-13 were under Rheinland control I know that Billions of people would lead better lives.
I find it truly tragic that a couple of thousand terrorists would hurt so many people.
Sigma-13 has ample supplies to fuel Rheinland if it were under your control then your economy would experience a boon of massive proportions.
There are two Kusari corporations that would be more than happy to share H-Fuel technology to optimize you operations.
But of course that is all just a fancy dream and we are all after peace so I shall attempt to answer your questions.
Planet Kurile is safe from the GMG, we have set up defenses their and it is in a perfect state to survive any siege the Guild is capable of mustering.
What is of importance for us all here is Sigma-13.
This is the space we must concentrate on keeping safe for all our needs.
We would be happy to see any Rheinland escort services there to protect shipping assets of all concerned.
We are also more than happy for your services as mediators and welcome your calming touch.

The Kusari government welcomes your proposal. As we have no wish for hostilities in the Sigmas, we have no objection to the RM, as an interested party taking a defensive role in maintaining security at Kurile, on top of that, a neutral party will be able to give non-biased assessments of aggression in the region.
I will state that we have come to a sort of cease fire with the Corsairs in the area. As long as they do not attack our facilities we do not purse them, we would ask that you keep this in mind when operating at Kurile. I am sure as this force would be for peacekeeping duties, they will not be looking to fight Corsairs in the first place.
I am available to answer any questions the Bundestag might have.
It is indeed good news to hear that our friends in Kusari welcome our presence. After drawing up a plan of action with military personnel, operations to avert disaster in the sigmas have been put into action. Expect a gunboat group to arrive at planet Kurile within the next 24 hours. Hopefully with our presence, things may calm down in that portion of space.
I do come to you with a question however. As our Military analysts pointed out when they received a copy of your message, a Rheinland task-group floating over a planet who's forces are neutral to corsairs marauders might be tempting disaster so deep inside the sigmas.
A special security council elected to handle this event as it unfolds has toyed with the idea of trying to follow your route non-aggression with these Auslanders, however, we are under no illusion that they might have any reason to reciprocate our stance of neutrality.
I would like to ask the Kusari government if they might have some insight as to how they (and how we might) managed to avoid conflict with what seems to be thieves and barbarians. As much as the military has protested about suffering one cannibal to live, we in the council have reached the conclusion that we must try to seek a peaceful stance in a place so far from home.

Dear Honorable Emperor Jien Kogen,
We have run into a small snag in securing the Sigma 13 system.
Military Communications have reported encountering more diplomatic resistance to Rheinland's presence then projected. GMG leadership has stubbornly brought up a clause of the Sigma Treaty even after Rheinland Military personnel so graciously asked their corporation for permission to enter their space and the GMG so readily ignored denying them access. It seems they are now upset about the prospect of a small, neutral, force of Rheinlanders keeping the peace in the sigmas. Clearly this is GMG trickery at work, but we can do nothing to counter it without escalating tensions between them and the Fatherland. To create such tension between our two peoples would be most counterproductive.
However, there is a loophole to which we may use as an ends to the means of securing the sigma 13 system for Kusari trade, and thus food for Rheinland.

We expect that the treaty of Baden Baden will be respected to the letter, and that no Rheinland Military forces show themselves in the northern half of Sigma-13 without our direct approval, with the exception of entering or leaving Honshu by trade lanes, of course.
As you can see in the above attachment, the treaty left allowances for Military forces to exert their presence in Sigma 13 so long as they are traveling to or from Kusari. If you would see it in your favor to allow minimal Rheinland Military forces to transit to and from the Honshu system, we could use this to our collective advantage, and dissuade the GMG from interfering with Samura convoys escorted by Rheinland vessels.
If you would be kind enough to grant us this privilege to enter your honorable house, the only place RM forces would be inside the great nation of Kusari would be within 1k of the Sigma 13 jumpgate.
I stand by to answer any questions you might have, and hopefully hammer out an agreement which would benefit us both.

First I would like you to know that I appreciate everything you have done so far to ensure not only Rheinland's economic future, but Kusari's as well.
A secure Sigma-13 is in everybody's interests and if the GMG is unwilling to allow our vessels safe passage through to Rheinland then a friendly reminder is needed.
Unfortunately Samura is unable to grant these rights to you but we have already made sure that the Emperor is aware of this message and offered our support to your words.
We have also asked that you be allowed to dock on Border Station Akita for any refueling or repairing needs you may have and are increasing the service staff there as we speak to accommodate this change.

I would like to offer the hospitality of Akita Border Station in Honshu to RM forces who wish to help escort civilian shipping through the Sigmas. We understand that this is just as big an issue for you as it is for us. Traffic through the Sigmas must be safe, or both our houses suffer. I am glad that the Bundestag understands the seriousness of this situation.
We would also like to request docking rights at the border station in Frankfort for KNF ships escorting traffic through the Sigmas.
It is good to have such friends as the Rhienland government. Together we shall secure the bright future that trade and interaction brings.

Honorable Emperor Jien Kogen,
After a quick meeting with both the security council and military leaders, in which Kusari's proposed terms were discussed, I am glad to say that Rheinland has come to an agreement between our two great nations.
Rheinland, in exchange for the right of its Military forces to enter the sovereign nation of Kusari as well as docking rights on Akita Border Station (Admiral Dietrich sends his appreciation for such gracious accommodations made for the forces under his command), has seen fit to grant Kusari Naval Forces access to the Frankfurt system as well as docking rights on Fulda Border Station. The only conditions to Kusari's entrance into Rheinland is that:
Kusari forces may not base any offensive operations against the GMG out of Rheinland.
Kusari forces are to be considered civilians once they cross the borders into Rheinland, and thus loose any right to enforce Kusari's or Rheinland's laws unless requested by the Police or Military.
Kusari forces may not move beyond a perimeter of 15k from Fulda without first seeking permission from the Police or Military.
I hope this will be satisfactory for both Kusari and Rheinland's mutual interests?
