I support this idea, as long as nomad indies don't have caps, can't use civilian (or rather, can use ONLY nomad gear) and have terrorist ID abilities.
Right now there's weak alternative of that ^, aka nomad morph with 3 Krakens Type 2 and Inferno. Works pretty much well, especially considering everyone goes "OMG NOMAD KEEL".
Nomads aren't meant to be Zoners, despite many Keepers may think so. Nomads're evil. Yes, they're intelligent, but everything has to have its limits.
Will be sadly. Try to imagine a lots of newbies just jumped to nomad ships/capships without knowing RP of nomads. All will be lazy to just read Nomad Lore (about 60 pages on quite hard understabke English).

They are an integral part of the RP fabric of the community and shouldn't be restricted to the admin/dev connected.
Communism is treating everyone as equals when they are clearly not equal. What you are suggesting would actually be a step towards communism.

Back on topic; though. I'm of the opinion that Nomads should be open use, however restricted to Omicrons in their ZOI. They did lose the war, afterall. Their gear should also be balanced with human tech proper. People have this stupid misconception that Nomad tech should be superior to human tech. Even if this is true in lore (Trent kills Nomad Caps in an Anubis ololololol) it doesn't have to be reflected in balance. This is a roleplay server afterall...
