Well so an interesting thing happens when peep leave.
After a certain amount of time their accounts get deleted.
I have a suggestion which may helpful to the community.
1. Allow peep to get a copy of their characters if they are leaving for an extended period of time.
Pros and Cons:.

1.Admins get overwhelmed with requests of a character copy (though they will not have to look for characters that have been zapped in a wipe).
2.Modding issues? (Yeah that could be a little problem)

Peep who like their characters will not lose them.
Some stipulations that could be done to make sure that admins do not get overwhelmed.
1. You are only allowed to request a backup once every 6 months. (Frankly I just need one copy of my char since I know my bomber class player is going to remain that as long as the server is alive etc etc).
2. You have had to be a member of this community for atleast 2 years to request this. Also a relative trouble free past will help.
Considering that Cannon's fixed about 99% of the things that make it crash...

Not really no. Unless there is some kind of variable size limit pertaining to the maximum number of characters.
Like if they defined numberofchars as a short int or something...
As to the server start up time, I find that hard to believe. This game was released back when the minimum and recommended hardware was as follows:
