We already have honorary positions delegating a degree of dominance, but I propose to expand this. I shall keep my title of Supreme Smuggler, and all syndication rights to Cardamine operations, which may be given as I please. The 101st shall all collectively act as our home defense fleet, with the authority to command any warship except that of a Don or his 2nd in command. I move that the Fantasia be used as the flagship of the Malta defense fleet and maintain a position of protection over our glorious homeworld at all times unless a majority of Don's and it's captain consent to changing it's operations.
I also move that Don Lohingren become our Supreme Warfleet Commander, with total command authority over all Outcast aggressive war fleets, and final authority on our diplomatic status with the other factions and houses of Sirius.
Lastly, I move that Don Audaz become our Supreme Nonmilitary Administrator, with command of all Outcast civilian operations except smuggling. I also move that Don Audaz become our Supreme Raider, with total power over all Outcast pirates.
hang on a second. I have no experience in the fighting areanas except in my son's destroyer turrets, I am a simple smuggler. I have my own choice for command of the raiding squadren, but as of now we are dealing with deffence....proceed....

Diego Acevedo, after remaining silent for most of the early discussion, speaks up:
"The Corsairs have been a threat for generations, and we've all done our part to protect that which is most precious to us. Our mighty dreadnoughts have almost all been recalled to Alpha just to help keep them at bay, even the ones entrusted to our Rouge allies. The fact is that though we may refer to them as cannon fodder, they do have some very good pilots. Now that they have lost their invasion on Rheinland, they will need a new target to turn their massive military buildup on. I fear that we are a likely candidate."
Diego pauses to judge the reaction of his less than favorable opinion on the rest of the room..
"I must agree with my Don and Admiral Bonello. We need a 'Confederacy' to strengthen ourselves as a whole, and I agree that we will need clearly defined roles among our leaders to determine the roles we all carry out in this union. So for this, I vote yea.
However, I think that some more discussion may be prudent as to the roles that each leader may carry out, and what exactly will be the limits of the authority assigned to each role. There are a few points that will need to be discussed before I will give my full support. When will this Confederacy be used, and what are it's limits? Are we basically merging all of our people under one banner, or will this only be in effect in times of need? If this is something that only takes effect at certain times, who determines when that is? What if conflicting orders are given to pilots from both their direct leader and their Confederate leader?"
Diego picks up a fresh cigar and lights it, taking a long slow breath of it's sweet nectar.
A screen to the side flickers for a moment, and an older man with hair graying around the edges wearing a rebreather appears.
"Greetings gentleman, This is Union Commander Puck O'Sullivan. I am not unaware of your current predicament, as my supply and escort ships have informed me of increased Corsair activity in and around Alpha."
"As you well know, the Union was formed to fight and reduce the corsair threat to dublin, and bretonia as a whole. Our supply agreements have proceeded well, and we are prospering. It appears that the Corsair threat to Dublin has been reduced a great deal with our presence. We have been reduced to small raids on corsair systems in a vain attempt to disable them. while a small amount of success has been achieved, they appear to have been redirecting their fleet at rheinland, and now focus on yourselves."
"Dublin is safe, for now, and my best pilots lie stagnant, with the enemy driven back. To continue to use them for such dangerous raids will only lead to needless losses if a greater victory cannot be achieved, and indeed a threat to your prosperity is a threat to ours as well."
"In short, I am prepared to offer some of the Unions finer pilots to the defense of Alpha, so that we may turn the tide of this conflict."
"The corsair threat is great, and cannot be dislodged by anything short of a full co-ordination of our great alliance against it."

My memory has been slightly off the past couple of days due to still recovering from years in deep space. However, now I recall with near-perfection the correct designations of each faction. My choice of the Reapers as our warfleet was totally and completely inappropriate, given their distaste for war. And the Epigoni are not mere pirates, they have a burning hatred for Corsairs. Therefore, I have decided to amend the proposal and restart the vote.
The amendment shall be the reversal of the roles of the Epigoni and the Reapers of Sirius. Also, Master Acevedo, the rights of each domain would be the property of the current Don in the respective Supreme position. Thus, I control all Outcast smuggling, you advise me and represent me when I am not directly present, as do all the other 2nd's in command, the 101st shall all act as the soldiers and commanders of our defense fleet, Don Lohingren shall both keep our culture free of sin and decadence and liberate goods from the House scum, and Don Audaz will be the commander-in-chief of all of our warfleets except for the home defense fleet, which shall attain seperate designation. Vessels stationed temporarily for defense must be marked as such by Type A beacons. Votes, gentlemen?
"Hold that, Gentlemen. I think we're missing the whole point of forming this confederacy. Because we can't be on at all times, the idea was to create multiple persons who could exert control over all of our available forces at one time for whatever purpose is necessary. If we assign specific tasks to specific people it defeats the purpose of forming this new chain of command entirely. I motion that the leaders and their Seconds all have equal power over all forces, so that whatever objective, wether it be levelling the Colonials, cleaning Crete of filth or holding the Ramparts of Malta, it can be accomplished wit the greatest organization and size possible."

So now, back on subject. You wish to spread our powers between each other? Allow one to have full control on one objective, and then another on a different one? No, sorry. I do not agree with that as it will just lead to power hungry leaders and possibly a civil war we don't need as Outcasts."
Lope sits back and continues;
"The defensive fleet of Omicron Alpha and Omicron 85 have always been the 101st, and with that, we have command power of the two systems. Later the Reapers of Sirius and Epigoni came to be, and assisted with us with our defenses. The 101st will not take orders from any other pilots other then our own, as we have no first or second in commands. As I said before, we are guard, we don't take things so lightly. We will how ever assist in defensive operations like we always have, but attempting to giving us orders to move our fleet out of Omicron Alpha will be refused without question.
Spreading out command in my opinion will not work. As all our fleets have a different objective as Outcasts. We can not combined our forces to easily to attack any of our enemies. Defense is a different story of course as we all work together to defend our home. Different scenarios will lead to different results, you must be more specific on how you expect this plan to work."
Lope sits back and lights another cigar attempting to calm himself.
"i must say i agree with lope on this one friends, i do not think that giving all of us equal power of the fleets will solve our problem's, we all have different way's of doing things i doubt the brave pilot's of the fleets will appreciate getting a attack order when they're soul duty has always been to defend or fund it may even split the ranks up and make things drastically worse"

"Understandable qualms about control, friends. I was never suggesting that the 101st take orders from any higher power; I was suggesting giving that entire faction seniority within the spheres of Malta and Corsica. In that case, we should still unify the fleets. Give one of us command, I care not; hell, I'll gladly do it for my home. However you look at it, we will never be able to truly fight back unless we can assemble a larger force. I suggest we select one of us as a supreme commander of all fleets (excepting the 101st), with the power to assemble a fleet of all our forces and command them as necessary, excepting where the faction leaders have some qualm with the orders we choose to give, in which case temporary-partial control of those particular forces will be rescinded."
