Ossie is balanced against BHG so they do not need bigger ships. Nuff said.
Order needs a battleship with 2 heavies. Why balance team keeps insisting that a battleship with 1 heavy slot is ok, when everything, literally every other battleship start with 2, and when there's so much stuff in game tied to that second heavy slot, like the requirement to mount at least 2 guns to cover it's regeneration rate (2 missiles, 2 cerberus, 2 mortars, etc), is something I do not yet understand.
