I said "influence" not "control." Obviously Bretonia is the government. However the Outcasts and Corsairs come and go and are able to commit their wicked deeds there, which is what ZOI is all about.

I would say the Outcasts are interested in it since it connects to Newcastle (they've got a base there), and it also connects to their smuggling route to the Rogue base in Cortez, and the Hacker base in Magellan. The Corsairs are also allowed to go there (which is what ZOI is pretty much about) for the sole reason that its core Bretonia house space, but there isn't much of interest to them except the Gaian base which provides a docking station (and I've seen them use it). The point is that they are able to enter these systems and influence the locals, they may choose not to do so for any number of reasons (including nothing of interest) but they are allowed to go there and muddle with events.
Personally I think ZOI is a can of worms and it should be written in stone somewhere with solid justification required for every system. That would prevent exactly this kind of discussion from being necessary, and it would help smooth things out tremendously.

There are a few more problems with it. Faroe and Lewis are not connected to Bretonia house space at all. Kansas, Yukon, and New Hampshire don't connect to Liberty house space but are assigned to it. Those are all EW systems that should not have any association with the house except they "feel" like they are part of it (ie, Gaians "ought to be" associated with Bretonia, even though the systems are physically removed). Okinawa and Nagano are assigned to Kusari. This is why I tried to formalize the taxonomy.
The wiki is not authoritative for anything. I am sure my spreadsheet also has errors, but when the wiki says Edinburgh is controlled space that does not mean anything.
The systems that are under direct house government control are listed in the server rules thread here. Go to the bottom and look at the list of house systems that are directly controlled by the house. The systems next to those are within the house ZOI but are not directly controlled by the house, and Edinburgh falls in that category. More specifically Edinburgh is a BW system, that is occupied by two Gallia battleships, so it is more under Gallic control than Bretonian control, and the icon should indiciate this (BW / Galli split with Bretonian influence)

Yeah that's what I have been saying. The wiki is wrong, the bundled map is wrong, ... something should reflect the rules. People look at the map as authoritative so it should actually be correct.

Please do not quote the server rules as if they are the lore. That list of systems is purely for rule purposes to define where certain factions can and cannot do certain things. Ex: Junkers/Hogosha pirating, Zoners docking with large transports.
Notice that Pennsylvania is not a house space as per the rules - however in game Liberty does indeed control the system. It is considered Liberty space and the Liberty government role plays it as their space.
I understand what you are trying to do - make a map that a new player can see and understand the rules regarding what system is what. However, new players need to understand that there are rules regarding the systems and then there is role play regarding the systems. Meaning in actuality there should be two maps.
One with the systems defined as house space denoted as as belonging to their respective house (Liberty systems colored blue) and the rest of the systems denoted as non house space (gray?).
One with the systems as defined by role play/lore denoted as belonging to their respective owners. Pennsylvania colored blue. Magellan greay (BW).
