My name is Alan Corentin and I am speaking on the behalf of myself and my brother, Daniel Corentin.
In the last few weeks, we have been looking for a way to expand the business of our father, Yannick Corentin. Up until now, this business hasn't moved off-planet.
These days, the best way to expand is to move into space. My brother and I have been looking for possible locations for a first project.
After researching many possible locations, the Pennsylvania system looked the most promising as it is very secure and has a rich Helium field.

The exact location of the base would, ideally, be within scanner range of Philadelpia Station, in the direction of the Ralston Ice Field.
Our plan is to import Helium mined by local miners - for a fair price, of course. We have not yet decided on the exact price, but if you require more information on
this specific subject, please do not hesitate to contact us.
Bought Helium would be pressurized on the station to be transported in bulk. The trade embargo on Rheinland will of course be respected when looking for buyers.
The base will be open to all sorts of lawful traffic, and of course the Liberty Navy, Police and Security Force.

We are aware of, and will abide by the laws of Liberty. Our intention is to pay for one month of tax prior to construction and every month thereafter. If a different
payment plan is required, however, we will gladly accept that as well.

Everything seems in order here. As long as your base does not obstruct trade-lane traffic in the area, you're clear to begin construction of your base. Be advised that there will be competition in your area if there isn't already.
Once your base is constructed, please provide us the name of the depot, which will be recorded by us along with its location when it is confirmed by a bailiff.
Assuming that you begin construction before the first of July 819 A.S., that date will be when your first payment is due. We do not require payment for the month prior to the date of construction, as this is the introductory month of the legislation. We will levy one for future applications past July as and when we feel it necessary however (such as if somebody were to apply on the sixth of a month, trying to minimise their costs).
I hope this is satisfactory to you, mister Corentin. If so, I will calculate the monthly fee and inform you of where the credits for the lease should go every month.

Construction of the base has begun. It is located approximately 12 clicks from Philadelphia Station, in the direction of Ralston Ice Field. The base is named "[CBL] Gas Compression Facility".
50,000,000 [Zone 2] x 1.0 [Level 1] = 50,000,000 cr
This sum should be directed to the account Ferris.Dufresne on July 1st of this year, and the first of every month afterwards while the base is still in operation. Please also record the time and date as this is very important, and provide us with proof of payment in the form of a cropped guncam image here.
I have also received your request concerning private cruiser support for your base. We are currently discussing whether this would be in the interests of the Republic of Liberty, and should have an answer for you soon. Any change to the law would likely include all registered base owners, not just yourselves. Thank you for bringing this request to us.
We will also be publishing a list of permitted bases within the Republic of Liberty in the main law document shortly.

We have successfully performed a core upgrade on our base, meaning it is now "level two".
Am I correct in thinking that, according to your laws, our monthly fee is now 60,000,000 (sixty million) credits?

Is there any information about our cruiser request? I understand that a request such as this one could take a while to be.. processed, but I am curious if there's any progress in the matter that could be disclosed.
We currently have the funds required to construct and arm a cruiser should we be granted permission. Should we not be granted permission, however, we'd like to know so we can spend these much-needed funds elsewhere.
