oh you mean like accumulating wealth while having the passengers/vips in the cargo hold? Akin to the opposite of perishable goods....instead of losing money you gain it while having various passengers on board

Better idea:
You can only carry passengers with the OSC ID. Problem solved.
It's already implemented in a way, since you cannot buy the Rheinland Train (just as an example) without the proper ID.

I think that's a very good idea. But it should be for ships as well. IND ships people about. As well as DSE and Borderworlds. Crew and workers constitutes as human cargo that should be treated humanely. So there should be a system allows the transport of human cargo. That way a Waste Disposal ship can be taxed very heavily for crimes against humanity by ferrying people about in a Golem.

I'm trying to make a small side company (Unofficial ofcourse) to OSC, that only transports passengers and such. Trying to promote the use and routes of Yacht's and Liners.

Other ways of limiting it include only permitting one "cash-in" at a given tourist attraction per run. When does a run begin? When you have an empty hold and buy a tourist with an OSC ID. When does a run end? When you have tourists in your hold with an OSC ID and empty your hold.

As I also support Hone's idea, is it possible to restrict the purchase of human cargo to particular ships like liners and the yacht via flhook?

No you can't. If you try to name the entire roster of one faction the admins/moderators will lock the bounty. I think the guideline was that if the bounty had more than three individuals the moderators could see it as a blanket bounty.
