You are talking about some lore things that we must use in the future to think right now about relations with the UN.
If the UN undermines the economies of Rheinland and Gallia on their border-worlds (Zurich, for example), and does it on purpose, then Gallia will turn a blind eye to all past relationships. Maybe I will seem stupid or arrogant, but you yourself should have understood what would happen if this phrase turned out to be true:

At this point in time all i can say is the Jury is out on the situation, as it will be essentially up to Gallic Gov to determine if your hostile or not and PN will enforce its decision. As PN isnt official we arnt in a position to dictate any laws more complicated then "dont pirate people" and the more basic expectations of the Police.
That being said, pirating in Gallic space is something we do Enforce, so if Republican Shipping report it to us, we will have to investigate and even intervene.
So right now as far as PN| ships are concerned, you will be treated with caution, we had no previous relationship with you so whatever agreements you had with GRI and the Duchy Are moot to us.
Keep your noses clean we wont have issues. Telling us that Zurich is your space, or that we dont have influence, will quickly get you on our hostile list, as far as we are concerned Zurich is Gallic Space.
Until the new Laws are set down and a decision about Visa's is made we are enforcing very basic things.
Now, there is a (new) Law for the Gallic Confederation.
And we need people to enforce that!
We have an active Discord and knowledge of French is absolutely unnecessary.
We are also at a very interesting point in history and everyone who is actively involved has the chance to help shape this story.

Couple of things. Maybe a bit more roleplay instead of "Drop cargo, or I kill you. Now. 5 seconds.". Not only were you out on credits from a potential fine, but you're out on even more credits from someone who was going to apply for a business visa anyways. Of course, Goodman isn't daft nor stupid, so he's not going to bother applying for a license. Not after seeing the news about an embargo being put in place by his own house. Secondly, keeping a full stock of nanos/bats will help in dealing with an angry ex-Armed Forces officer and his "hundred gun" death machine of a shire. (This is a joke, it happens.) From what I've read on the forums this isn't the first time it's happened either. - Note on this that these other situations were handled in character on the forums through comm-threads and not posted here, in an out of character manner.
Secondly... why the bounty board? More specifically. Why is it locked to PN only? If I'm on my transport on the other side of Sirius and a PN member is online, they can't do anything to me. They can't collect on the bounty unless I'm within their ZOI. If you want your laws to be worth a note, open it up to outsiders who are in good standing with the Confederacy as a whole. Let them be the muscle that the PN and CDF flex on law breakers outside of Gallia. There's nothing stopping a Freelancer or BHG member from hunting down someone on the other side of Sirius for PN| - Note: Crossed this out because I'm dumb and didn't realize it was an internal bounty board, and I assumed it was a open bounty board. That's my mistake.

None of this is suppose to be taken as negative. Even if my initial interaction with your group wasn't exactly stellar. It's a game. As a long time Gallic player, I would like to see PN| succeed and take up the mantle that GRP| had dropped due to it dying out. You've got huge shoes to fill playing this role. Your forum presence is good, and you're clearly interested in roleplaying due to all of these posts I'm seeing. Just please put in a little more effort into it when you're in-game. Most of us traders are bitter old vets who just want to trade so we can go waste our money on another character for fun. Give us that fun on our transports, and I'm sure you'll see a lot more people coming into Gallia for various reasons.

I would actually suggest to the PN| 1IC to tell everyone in this faction, to not enforce meaningless visa laws written by someone that seems that wants Gallia to stay as dead as always been, i always thought these visa laws to be counterproductive and rather stupid, specially in a low population server as this is, and considering there's no war anymore between other houses and Gallia, they're even more stupid, indies from foreign corps won't really bother registering for that, and as soon as they get nuked by some guy that is supposed to protect them, you can be sure they will stay away from Gallia as if it was the plague. Keep enforcing them and the only activity you will see is that one smuggler going 30K above plane that will make you log to waste your time, and no traders means unlawfuls won't log either, let the pirates be the bad guys, and do your job right protecting them instead of harassing them.
Also why are Freelancers in the "Unfriendly" category of your diplo? Freelancers are just law abiding civilians until proven wrong, it would have sense if they were maybe under an "Untrust" category, or simply put them as "Neutral" as most other lawful factions do.

The Internal Bounty-Board ist for boosting activity. Of coure there will be an open Bounty-Board when the PN will be an offical faction one day.
And then of course there are no people on this open bounty board who have not paid a fine.

InRP, it is exactly the job of the police to enforce the existing laws. It is not the job of the police to change the law, whether they like it or not.
And that Gallia is not dead can be proven by the fact that besides a very active Discord and Forum game there is also a danger for smugglers to be caught. For me, this has always made smuggling attractive. And in contrast, smuggling in Kusari is really boring.
If you think changes to the laws make sense, you are welcome to submit them here (even here, even if this is actually the wrong place). I would just like to ask you to write a specific amendment to a specific (or to be added) paragraph and to justify this proposal with more than one sentence.
I know that laws are being worked on in the background and there will be some changes, but the visas have always been part of Gallia. I am welcome to be corrected, but the very first version of the law already contained visas. Therefore, the visas for Gallia are nothing new.

To add to what JC8 said, take Liberty for example, as of right now pretty much all Gallic corps are allowed to enter Liberty unharmed, and despite that we still rarely get any Gallic civilian players in Liberty. However if you make it even worse, as JC8 said, you won't have any non-Gallic civilians in Gallia, so I highly recommend that you people re-discuss whether that law should be a thing.
Almost everyone is welcome in Gallia if they abide by the law.
And whoever reads the laws will find that only traders need a visa. (§3.5) So if I have a 5k transporter as a policeman who can make InGame clear to me (keyword role play) that he is only here to look at the area does not need a visa. Even if you play a Gallic Freelancer, you don't need a Visa, any more than you do Gallic Corperations.
And that users of infrastructure such as tradelanes and jump gates have to pay for the maintenance costs is normal for roads even in many countries on earth.
