Ladies and Gentleman in command of the House of Liberty, I have a proposition to make.
I am David Corsten, President of the Vassild Gaming Federation, contacting you in order to propose an event, to be held in Liberty space. The event in question is the 'Captain Liberty Championship', one part of was it to be a series of championships held Sirius wide.
The Captain Liberty Championship will in simplest terms be a tournament testing Lawful Liberty pilot's skills. For an entry fee, they will be supplied with armed fighters (Of which I shall also talk to you about), and engage in a pilot versus pilot battle, the winner being determined on the failure of the opposing ship's weapons or propulsion systems, or indeed a total system failure. All of the ships will be fitted with state of the art ejection systems developed By the Vassild Syndicate's own engineers. Of course, in a sport as dangerous of this, and even with as many precautions as we can being taken, there is still the possibility of injury, but all contestants will be made sure they understand this before sitting in the cockpit.
The event will be open to all lawful pilots of Liberty, from the Corporations to indeed your own services, if that is permissible. It would be a great practice for your pilots, not to mention a good show of their skills. As this will be broadcasted Sirius wide, much of the population will be able to see first hand just how skilled Liberty pilots are.
We would also like to offer a percentage of the entry fee to you (Navy, LSF, LPI) for the security of the event, and as a token of our gratitude to you for allowing us to host this event in your space.
The reason I am explaining this to you, is because as we wish to hold this event in Liberty Space, you must be aware of what it will entail, before we even get into actual location, or logistics involved on your end.
In regards to location, I have a few preferences.

Texas, perhaps to the east on a standardised Navmap.
Of course, your input/suggestion to these are much appreciated, as we have not surveyed all of Liberty, and indeed much of the systems in question. Please keep in mind that we would need plentiful space, as we expect many pilots not participating would like to watch.
We are also looking to acquire twenty (20) BDR-804 "Guardian" Liberty Very Heavy Fighters, for use in the tournament. Of course, we will also need the weapons for these ships, but such matters can be discussed at a later date. We are more than willing to pay a reasonable price for them, so please do inform me of your asking price.
These ships will have to be modified for the Championship, to fit the afore mentioned ejection systems, amongst a plethora of other minor systems, but Liberty officials may oversee the refit, if that is necessary.
I would like to thank you in advance for taking the time away from your no doubt busy schedules to review this message, and I hope your reply is swift.
The pilots in the Liberty Navy are already extremely well trained in private simulators, as well as in actual battle scenarios. Having public training sessions may compromise classified battle techniques and therefore reduce our effectiveness in defending Liberty. That is not acceptable.
Also, your "acquisition" of twenty of our high-tech fighters wont be happening. You honestly think we'd let your engineers tinker with top-secret systems aboard our fighter craft? I don't think so. Its a moot point anyway, as all available fighters are deployed defending our borders. You remember the war, right?
Unless a higher ranking officer overrules me, the Liberty Navy wont be participating in this event of yours.

The LSF has more dangerous and more important missions to do at the moment due to Liberty - Rheinland war and other recent classified issues.
Also we will not offer you our ships and our equippment. Please use civilian vessels.
Gentleman, I believe you may have misunderstood me slightly.
I am not asking for your pilots, exclusively for this tournament. I merely wished to state that if your off duty men and women wished to participate, we would gladly accept their application. But, as previously stated, this the Captain Liberty Championship is only one of a series of tournaments to be held across Sirius. The winners of these tournaments will be pitted against each other in the future, and I don't think I need to mention how good it would be for Libertonian Morale if Captain Liberty was to defeat the Baron of Rheinland. And of course, such thing would have the opposite effect on the Rheinland pilots.
The previous message was mostly to ask permission to hold the Championship in Liberty Space, not to demand pilots from you for it. We are more than capable of providing security for the event, so please do not think we are asking you to task pilots on the policing of the tournament.
As far as the ship request is concerned, I am prepared to make some sacrifices. We can allow your own technicians to install the extra systems, if that is your wish. Unfortunately that would require some to be on hand at the event in order to repair the fighters, when and if they are damaged.
We also offer placement of advertisements around the tournament, such as in comm broadcasts and signage. With so many viewers, a well placed recruitment ad could boost numbers in a critical wartime such as this.
I hope you will once again review the message, with these ammendments and offers taken into account. We are very interested in hosting this with your consent, and in Liberty space, but we can adapt if need be.
What Navy officers do off duty is up to them, however they still need to uphold high morals and a keen sense of judgement. If officers choose to take part in this competition, they would need to clear it with their CO on a case by case basis. However, we're still weighing up our options concerning these fighter games.
The Guardians are still off limits. Civilian craft would be your only option.

"Mr corsten,i can tell you right now no matter what you do you wont get military fighters as we cant afford to have any damaged now if they were simulated firefights that mabye "stunned or froze" the ships systems after a set damage threshhold then they might agree,again if there techs modfied the fighters." jim paused then resumed "you are aware though that even if you got premission the fighters would need to be stripped of any military tech includeing their Avaonics packages,sensor suites and propulsion systems and comms gear so as the commander sugested id go with civilian fighters and mabye make this a little less fatal of an event,i was thinking of entering my bomber if you had a bomber class but well ejection systems -can- and sadly sometimes do fail and i doubt that your companys able to cover the insurence fees and nobody at least nobody sane would agree to a potentally lethal combat senario unless they could garuntee funds or some form of compensation to their loved ones, i dont know about you but haveing to eject in a brand new fighter in ejection training is scary nevermind with battledamage

Mr Corsten, our military ships are highly classified and we do not allow just anybody to fly them. It requires years of training with either the Navy or my Security Force. Also your motives are shrouded in subterfuge , I would not be at all surprised if you are an agent of the Rheinland Military. A simple no to use of our ships is all I can say, if you want to host it elsewhere so be it. That is all....

Over the past few days, I have discussed this topic with others in the Syndicate and Federation, and I beleive we may have come up with a solution to all of your worries.
Civilian ships will be used, of a class yet undetermined. This removes stress on Liberty, in both ship count and worries of subterfuge, or at least I hope it does.
In addition, we have had our best engineers working around the clock to develop an alternate way of fighting, and I believe they may have a breakthrough. The weapons affixed to the ships will using a system we have codenamed 'Taggers'. Not a very inventive name, to be sure, but it gets the idea across quite effectively. Essentially the weapons will do no damage to the ships, but paint them with 'hits', giving the impression that the ship is taking damage.
When our sensors have detected a ship has taken sufficient damage, to what would have destroyed a ship using the conventional weaponry, the ship will be named 'Dead' and the round finishes.
Of course, it will look much more spectacular than I have made it sound, but we're still working on that part.
But it still brings us back to a core point to this communiqu?. You have not given a definite answer to whether or not we can hold the Captain Liberty Champoinship in Liberty space at all. I understand that through this confusion it may have been difficult, and I apologise for that, but in the hopes that I have cleared it up and made sufficient alterations to our proposal, I must again ask for your answer.
