That doesn't make them neutral though. Xenos can ally with Liberty Navy against invaders too, but they are still aggro towards each other and engage at any time. That is how I would expect this relationship to be as well. Just because the Outcast are hostile to Gallia doesn't mean anything, they are hostile to all of the houses and should be treated accordingly, as I see it.
