Not at all. I'm glad Igiss gave the no-go on this mod being a Discovery alternative universe, because then we'd just be a branch of the tree and would be extremely limited in what we could do.

Volunteers. Also, there are plenty of people who aren't faction leaders. Ask yourself this question: if they felt their input was being appreciated here, why would they volunteer to write lore for a new mod? The stuff that has been coming out so far has been very imaginative, and considerably different from vanilla and Discovery.

We are writing it ourselves. Once somebody joins the mod team, they are one of us. Be they a faction leader here or not, that doesn't matter at all.
I don't know why Claudio saw fit to say we were looking for member of Discovery official factions. I've brought two people on today and couldn't give a damn what factions they're a member of or not - that doesn't matter. Hell, you could be an Admin and a veteran from the first Disco release, I wouldn't treat you any differently. I'll bring that up with him tomorrow - thank you for pointing that out.
