I was talking about a situation in which a Rheinland authority could prove that the wrecks there were looted by the individual (as they are Rheinland property), not that the Rheinland police should go out and sit next to the wreck-- if they could do that, the wreck wouldn't still be there!

You cannot prove that the gun was taken from the wreck unless you were sitting next to the wreck when the person took it, unless you want to take into account the fact that the guns can only come from that wreck, in which case those guns should be illegal always, even if mounted.

Why wouldn't it be illegal to steal government property from the governments?

I don't know, why don't you ask the people who wrote the laws posts why they didn't include that?

Without seeing someone take it, you have no proof that he took it.
