And yes, you need quite a few coordinated players or players/characters with knowledge of chokepoints - as an unlawful there are only so many places one can go. While all this is happening, the pirate is running for his life and being very paranoid, and the trade lanes are clear for traders. I fail to see the problem, save for bounty hunters and the like having a harder time making credits.
There are possible ways to get away:
1. Use any of exit to system.
2. Use station to dock.
Considering the average encounter possibility with snub against multiple opponents is probably gonna happen in house space system which has lots of traffic, thus at least few exits, probably at least one base to dock on. I find it very hard to believe that criminal has less than two chokepoints to pass.
Let's say this happens in California. 4 Jump Gates, 4 Jump Holes, 1 LR base. That is 8 chokepoints and 1 base.
Chances to slip by is high imho.
If you are not in house space, then you can simply outrun others, unless they field LF, which would do the role it was designed for - intercept.
I find Cloak balanced when used on combat ships, but the cargo hold should be adjusted for some ships to give possibility to choose from.
Transports are the only class that irks me regarding cloaking.
