Mael basically said it all. RP assets are not affected - ship movement and the ability to use weapons are not in question. You'll just not be able to use the weapons as often (or spray as long). This mostly affects unskilled players who need to spray in order to do damage, and capital vessels which rely heavily on energy to sustain fire on a target.
So yea, out of faction caps will be ineffective.
