People hate their stuff being nerfed. So they'll be thinking "I can have this cool setup, or I can get a reward for sticking to my faction's gear" rather than "I have to use my faction's gear or I'll be screwed in pvp."
Because the idea is to discourage people from mounting guns/equipment that wasn't balanced for their particular ship, or a particular ship for their ID that they will use in an area of space where none of the other ships were balanced against it. Discouraging rather than encouraging is used in this case, because we want to be able to get the numbers right for equipment against the faction-that-uses-it' enemies.
Rather than artificial FLHook "buffs" that would simply be accounted for in the stats anyway (while the main problem of people mixing technology that they shouldn't be mixing would remain), the way this will work is: work out techmix nerf first, stats buffs/new goodies (like new guns, equipment, the like) come later.
In other words, after the techmix nerf is sorted and works the way we want it to, we will begin slowly adding new stuff for all the different factions and people that could use some more variety, e.g. everybody.
IMO it's a pretty decent way to balance things as long as all the quirks are worked out to most people's satisfaction.
