What if a Hauler doesn't pay?

I've asked once Joe about this situation and he went like "iDunno need to talk with the rest of the staff" but maybe things got changed now.

He wasn't saying it's against the rules... He is saying he doesn't know either way and would have to ask about it. My opinion is that the admins would not sanction you for firing on a trader for having stolen your goods. It's quite obviously an illegal action against your character and you have the right to protect yourself.

Not to mention, the Miner ID can demand Ore. So really, in such a situation, when demanding he return the ore he stole from you, there is no rule violation whatsoever.
