I'm sure there are a lot less pirates in Liberty (Rogues, Hackers, Outcasts, Xenos, Many many many independent pirates.
But if you are affraid of going into kusari, then the kusari players have been playing their roles to the letter:P
Most hogosha and farmers alliance characters that I've met have acted as base pirates. Those who weren't, were busy trading / smuggling and totally ignored me - better, I guess. But I did meet one good FA player once who I managed to avoid attacking me by talking my way out of it.

When characters, not players, are scared to enter Kusari, then you have little foreign trade and your house's economy collapses. Your House dies a slow and agonising death. The end.
