Howzabout consolidating a lot of the new systems, lowering the system count and removing house space bypasses? Personally, I think there's just too much space out there, and not enough people. Kusari has the traderouits to make it very popular, and now that H-3 mining is implamented, should get good activity off of that aswell. This leads to unlawful activity, which leads to lawful activity. The only problem is that people are just too spread out, and as such, there are gaps in the server's activity. Kusari just happens to be located in one of those gaps, mainly because of people's perception of it. But, instead of forcing Kusari to go on a wierd public relations campaign to make their space more appealing, why not just lower the amount of space? Less space, more population density, more interactions, more activity.
