Rules-wise, no; iRP, the majority of bunters wouldn't even go that far and at most would shove a warrant in your direction and proceed to start ripping you a new one without so much as a word through comms.

thats like me saying if i see a LN and want him dead i should just scream some random sentence and attack so that he wont have time to regroup with more men later and gank me.

If attacking the LN was an absoloute must, this would make perfect sense iRP. Though a more likely scenario would be that the LR would run at the soonest oppurtunity.
