Fixed something for you. Demands aren't just money which is easy. Demands could be cargo or as simple as "leave the area". Which depending on who you're talking to effectively gives you a position where you can more or less dictate if you can fight them. Which as I've personally seen you demand full cargo, I'm certain you fully understand.
Also bounty boards aren't black and white, its a lot more paperwork involved for all parties. I don't see pirates having to go post where they made a demand and taking logs that the trader didn't accept it, only to then post the screen shots of very clearly them destroying the vessel and selling its cargo.
Still this comes down to the point that Freelancer as an ID is a joke. The fact that you're trying to use it (Which is the combination of civilian and mercenary) as an argument is silly. Where does it get the green cells from? The fact that it was the civilian ID. Where does it get the bounty board lines from? The merc ID.
