I would say quite a few pirates do seem to be a bit over ambitious when it comes to trying to get RP out of people.
We had an outcast Gunboat yesterday, won't say his name, flew up to our SFC capitals with a few indie snubs coming back from kicking RNC out of Texas. 2 SFC Dreadoughts, 1 SFC Carrier and a few indie bombers.
Now I'm sure the majority of pirates would probably agree with me, that in a gunboat its probably not a great idea to get to close, especially since we'd all just come back from killing caps in Texas we're probably not going to be in a very talkative mood.
Fair enough he wanted to RP with us, and we did to an extent. The annoyance came when after one of us decided to engage, and he starts spamming OORP in local about how were all a bunch of noobs after he dies.
I spose my point is, as usual, theres people like this on both sides. I usually prefer to chat to pirates, unless I feel they are an imediate threat (For eg, chatting to an OC whilst you know there is an OC dread within about 100k of your position isen't exactly a clever idea, since hes most likely stalling for time.) I think:
1. Some people definatly should give more roleplay before engagement, I think most factions have people guilty in this area.
2. Some people do like to RP, should get an idea as to whats going to happen prior to it starting. If it looks likely you're going to get yourself killed, and you don't want to be killed, screw the chit chat, make a fast exit whilst its still possible. And try to avoid larger groups, chances are atleast one of them won't feel like chatting, even if many of them do.
