.. Yeah, they're a guild and they help each other, as in, they supply you with what you need to do your job. You're not going to join a faction like the BHG and find tons of pilots who're just willing to die for you and [insert noble cause here], 'cause that's not what the faction is (it's never been represented as such anyway in FL). It's not the Liberty Navy or the Rheinland Military, you definitely aren't going to be obligated to "die" for your comrades, you know? Not unless it's for credits, 'cause that's what the bloody BHG does. They run a business and businesses do not survive without profit margins. Regardless of what anyone says, I don't believe the BHG to be a faction made for "heroic" roles - quite the opposite, infact. Any sort of bounty hunter of mercenary work is cut throat, through and through.. No "hero" is going to demand credits for helping someone out, and all the same.. No "gun for hire" (or Bounty Hunter) is going to waste his crew's time by sending a monstrous fleet after a single VHF who isn't even really a threat..
Currently you have BH acting as a universal military, which is wrong. It's not what they do, not unless they're getting paid for it. They run raids into pirate systems, proactively fight crime wherever it exists, and so on - Bounty Hunters don't do these things unless it's for credits or out of necessity, it's what separates them from everyone else. You guys should follow the same rules as everyone else; if there isn't BH NPC's in the system you're in then you're out of bounds. I shouldn't have to worry about a BHG fleet consisting of a Battleship, Battlecruiser, GB, and a horde of fighters in California, 'cause that isn't their stomping ground and regardless of what you think no Military is going to allow that sort of muscle to simply prance around.. If a British Battleship were to approach the US coast it would be destroyed.
Moreover, if I'm seeing anywhere from 1-5 BHG BC's per hour, then something is wrong. I know of very few BHG who fly anything smaller than the Gunship (and you should consider yourself lucky if they're flying that, seems they usually go for the Orca GB or larger). If you're going to fly a big ship that's fine, but at least show some common courtesy/sense by not harrasing every single thing you come across that's smaller than you. Feel free to engage if a pirate fighterpilot comes within your gun's range, but honestly unless they have a bounty on their head you probably shouldn't be chasing them at all (especially if you're flying something like a battlecruiser, which would realistically cost hundreds of thousands of credits to keep mobile).
Bounty Hunters are decentrallized, much like Zoners. You probably don't have a "Chain of Command" in the BHG, but instead you're honored based on your actual accomplishments/experience. They're not a Military, they'd be more like a ragtag Militia with some really kickass technology.
