Lets have the possible scenarios what you bring against a cloaking cruiser in order to destroy it:
Fighters - i believe it does not have to be commented, as long the cruiser wont forget he can cloak, it will always succesfully cloak and run
bombers - unless you dont have an army of them, the cruiser will always be able to succesfully run away
gunboats - they dont deal the damage quickly enough
cruiser - one cruiser against another one, the cloaking cruiser will cloak as soon he knows he cannot win, the other cruiser is unable to destroy it before it cloaks
battleship - no thruster, so unless you wont get close like next to him without he notices it ( for example with cloak ) you dont really have a chance to succeed.
So yes, unless you dont have a fleet against cloaking capitals who do not wish to be deestroyed your chances are little.

Regretably so it is. I wouldnt really mind it if the above would apply. But having cloaking caps who return to fight everytime with full nanobots is really annoying.
Not to mention the nowadays loved pirate cruisers...
