Once I get the thread answered, you can RP some recruits as parolees and those doing 'community service' instead of being imprisoned in Bretonia.
As I've said on Skype, your idea is pretty cool and will hopefully give the Order some more targets to shoot in the Omicrons. Maybe more Nomads too (K'Hara or otherwise)...
