This does seem to be quite a mess. Most bounty hunters in Bretonian space are either working for Bretonia or against us - I see very few "third party" bounties being claimed here.
Due to the above, I am willing to take your word from one officer to another that this was not an official Rheinland bounty. However, it is unusual for hunters to attempt to claim a non-existent bounty as they will not be paid.

The Bretonian Police have some auxiliary pilots in uniform, is this Obersulm one of yours? I believe you would gain better results contacting this pilot than I would. Let me know any results you procure for this matter.
