Main reason there was I needed room to maneuver and fire the primary gun on my cruiser.. but I guess the debreas helped by keeping the enemy battleship still...
It boils down to who calls the shots, the official faction or the independents? The LSF, SA or LPI factions should have the ultimate authority to decide whether to engage, and the indies should listen to those factions, if people want to call the shots, then they join the factions.
New York is not the only system which faces problems from cap ship outfitted indies, the corsairs also suffer from this and countless other factions besides. The simple fact is half of the indie cap spammers have never and will never post on thse forums unless they get sanctioned.
The only thing to do then is to do as the RM and question anyone who is not correctly tagged and ID'd, this doesn't mean that every indie should be treated as a mercenary, if they have House specific IDs treat them as reserves, to be called in when needed, not as soon as a battle starts. If control can't be established at the start of battle then censure them after the fact and apologise to whichever party got screwed over by the independents.
