You got me wrong. Story must go, however it must be developed w\o takeing any careage into the ingame events AT ALL. So if there is a faction with lots of players it shouldn't mean that in the next version of mod it expands.

Lets all play xenos. Then lets start to claim to capture manhattan, to ask for capital shipline, to be given <put any nonesence here>. Xenos will be outnumbering all in game and will start to ask for those. Will you give them such things? I guess no. And yes, I made the most retarded example but you'v got the idea I guess.
