The council would allow those who fly with the ID to have a say in changes proposed to said ID. The official factions would have a larger say, followed by the unofficial factions and then individual players. The twist would be that all those who wanted to have a vote on changes would need to show good RP, excellent behaviour, have few or no sanctions against their members/themselves and be a generally good influence.
Everyone would need to post their character/ship/faction name in a trustee thread, agreeing to uphold the aforementioned values or be stricken from voting. For official factions this would mean, in addition to the current requirements, that they would need to keep a good level of interaction or they would forfeit their status to the next best unofficial faction. If there is no contending faction the rule would be ignored until another faction could compete for officialdom.
Granted this would mean allowing people to have some sway in their faction's respective story and direction within predefined limits. The quality of interaction would be based off faction feedback. Instead of having everything in the kudos/feedback thread, create individual ID feedback threads to make it easier to keep track.
Hopefully this would foster a better atmosphere on and off the server, giving official factions meaning and making everyone accountable for their actions.
Given the fact that it would require lots of admin intervention (since otherwise how would you determine who's what) I say no.
Official factions have their status for a reason - if there is a contending unofficial group that deserve the title so bad, they can merge with the official faction effectively becoming the same. If an official faction doesn't put up with its title it can be stripped (and I am not talking about activity-wise) like in the case of the old Kruger| faction.
