Some things I read in the recent phantom threads reminded me of something: The extreme difficulty in being granted a terrorist Id, and the fact that only liberty has any terrorists. Considering how common the desire to be a Xeno terrorist has become recently, I think we could move some people out of Liberty, (and NY especially) if a few terrorist factions with very strict ZOIs like the Xenos, were to be added to the space of the other Houses. Gaians in Bretonia, Farmers in Kusari, and Bundusch in Rheinland. Each of these groups fits the description of that makes Xenos acceptable terrorists: poor, have a restricted ZOI, and are political insurgents. Xenos are the only faction available (not invite only) with that specific rule group, and they are restricted to liberty....so, what are we saying? That only in liberty can someone be a terrorist? There's two senseless double standards there.
Spread the terrorists out a bit, and you spread the players out a bit.
