It depends. They were shooting (=attacking) bases outside Hessian ZOI what is not allowed I think. They want to play terrorist without ZOI, attacking in whole Sirius. What is not allowed with Hessian ID. But this is starting to go off topic probably...
Maybe if they would choose some generic ID, but choose certain faction ID and then go with their caps to RP totally somebody else and especially phantoms...I don´t like that. It is like "so we can´t have phantoms gear and play them? blah, let´s take some cap faction ID and gear to play them!"
The fact that they can do this does not mean they should...
