It's a fun perk, if you wanto be able to run from a battle..... don't use caps, easy as that.
It can't be that the person who has more time/ingame money just can go:
"hurrdurr ima never giv u blue msg."
Cloaks work now, they're not the op tool they used to be. (at least for big ships)
Everybody who says cloaks are another form of CMs and say it isn't good anymore should shut up and take a moment to think about what they just said.
Every CM needs its flaw, the cloaks didn't have one for Transports and BS for the reason that nobody was able to destoy the ship in a minute because they just had too much hull.
I'm sure the cloak will stay as it is now because this is the role it should have had in the first place, and that is for sneaking around and doing ambushes.
